I live in an apartment so it's gotta stop. He barks and whines all through the night and when i leave for work. I regularly take him outside to use the bathroom, and I've tried leaving on the TV and putting a blanket over his crate. I keep his toys and a rawhide in the crate with him.

Your puppy is 11 weeks - I assume you just adopted the beagle and the barking has been going on since adoption (8 weeks old so for about 3 weeks now?) Adopting a puppy also comes with the responsibility to train it - you are experiencing your first challenge!
To make you feel better most puppies don't like to be left alone and will whine / bark - your beagle was sleeping by it's brothers and sisters for warmth for the past 2 months. It now has to cope with being in a new environment and being left alone in a crate. You would whine also. Hopefully it will eventually die down by being ignored and rewarded when there is no whining / barking in the crate. With training, dedication and hard work from you, your puppy will learn what is acceptable behavior. The fact that you live in an apartment is a negative - hopefully your neighbors will accept your new addition to the household and will be understanding that it will take time to train him.
I find citronella collars to be a "humane" way of correcting unwanted barking in ADULT dogs. They aren't too expensive on amazon. There are also a lot of youtube videos on it.

MY parents say after my first marking period of school if i have a's and b's on my report card i can have a dog. But thats in like 4 months! I cant wait that long! HOw can i convince my parents to buy a dog for me know and just wait is not an answer!

The best way to show your parents that you're becoming a responsible adult is NOT to act like a whiny, impatient two-year-old! They made the rules very clear, so you'd better start studying. Very soon (although it may SEEM like forever), you'll be out on your own and you can make your own rules - and pay the price for your mistakes.
BEFORE you get the dog, you should read some great books on training so you'll be prepared to take care of it properly. (Try not to pick books randomly - there are a lot of bad books out there also!) These are some of my favorites and you can get them on Amazon.com

If it's not housebroken, it can ruin your floors and your furniture. Your parents may assume that you'll get bored with the dog when you start playing sports and dating and go away to college. You can't keep a dog in a dorm or in most apartments. They don't want to be stuck taking care of a dog for 12 years if you can't handle it.
A good pup can cost $1000 or more. Even "free" dogs cost money to take care of. A crate, books and supplies can cost up to $300. Puppy shots are $200, then $100 a year for boosters. Annual Heartworm test and preventative medication $100. Professional trainer $600 and up. Going on vacation? Boarding kennel $40/day. Spaying? $250.
